Our mission is rooted in the belief that every child and family deserves the opportunity to thrive. Through collaboration with community partners and a team of passionate professionals, STARRY strives to create lasting, positive change in the lives of those we serve. Each year it’s my great honor to reflect on and summarize some of STARRY’s most poignant achievements and transformative growth. In FY24, we have expanded our reach and impact, solidifying our position as a trusted community partner and a beacon of hope.
Key Accomplishments
One of the most significant milestones this year was completing five successful years of Fatherhood EFFECTS services and securing a new and expanded five-year contract from HHSC. This renewed commitment not only underscores the program’s excellence but also enables us to continue providing critical fatherhood support in McLennan and Bell counties while extending these services into Williamson and Coryell counties.
Our Family and Youth Success (FAYS) program had its most successful year to date. With increased funding and a broader reach, FAYS continues to demonstrate its power in strengthening families and supporting holistic wellbeing. This success reflects the unwavering dedication of our staff and the proven impact of our services.
The Carver Center for Families has blossomed into a vibrant and trusted hub for resources and connection. Made possible through the Georgetown Health Foundation and anchored by STARRY, the Center stands as a powerful example of community collaboration. We are proud to serve as its lead agency, helping individuals and families access essential support and build strong, lasting connections.
Our STEP UP Texas initiative, a three-year partnership with UT Austin, expanded its footprint this year to include Hays and Bastrop counties, continuing our momentum in Williamson and Bell. This growth empowers more communities with trauma-informed care and restorative practices through Training And Technical Assistance Professionals implementation.
In addition to program growth, we launched a new strategic planning process to guide our future direction. This collaborative effort includes input from staff, board members, and community partners, ensuring that our next chapter is grounded in the needs and aspirations of those we serve.
We are also grateful for the leadership of our dedicated board members. Their guidance has been instrumental in our progress, and we are deeply appreciative of their commitment. Similarly, the passion and perseverance of our staff shine more brightly than ever. Their devotion to service lies at the heart of all we do, and I am profoundly proud of their contributions.

As we look to the future, we do so with optimism and renewed purpose. The achievements of this past year have laid a strong foundation for continued growth, deeper impact, and greater connection. We are energized by the opportunities ahead and remain steadfast in our mission.
